PBHCC was first established as the Pacific Substance Abuse & Mental Health Initiative in May 1997. The initiative formalized partnerships with six U.S. affiliated Pacific Island Jurisdictions- CNMI, Guam, ROP, FSM, RMI, and American Samoa. Since 1997, the PBHCC membership has served a dual role as the Pacific Substance Abuse Mental Health Certification Board for the Pacific Region. The Certification Board is a full member of the International Certification and Reciprocity Consortium (ICRC) and as such, reviews, approves and issues certification and licensure for addiction counselors who meet certification criteria at an international and regional level.
